Commission reconciliation
BMS earns 5% on every payment a municipality collects. This is the commission outstanding (owed to BMS) versus settled per municipality. Most commission is now billed automatically each month on its own BMS-COM-* invoice and settles itself when the municipality pays that invoice (Municipality Billing → BMS Subscription tab, or BMS Billing → Invoices here) — "Mark settled" below only covers commission that hasn't been invoiced yet.
